Removal of difficulties power permits government orders to resolve implementation issues, subject to legislative laying and a statutory time limit. Section 172 authorises the State Government, on the Council's recommendation, to issue general or special orders published in the Official Gazette to remove difficulties in giving effect to the Act, provided such orders are consistent with the Act and its rules or regulations. Orders are subject to a statutory time limit from commencement and must be laid before the State Legislature as soon as practicable after being made.
