Appointments to tribunal and authority posts must be made by the Central Government on the recommendation of a Search-cum-Selection Committee for the relevant body; the Secretary of the Ministry or Department shall convene that Committee, which may determine its own procedure, and vacancies or absences in the Committee do not invalidate appointments; incumbents holding the listed posts immediately before these Rules commenced are excluded from its application.
