<h1>Removal of difficulties power permits government to issue GST implementation orders, subject to legislative laying and time limits.</h1> The State Government, on the Council's recommendation, may make general or special orders not inconsistent with the Act, rules, or regulations to remove difficulties in giving effect to the Act; such orders must be published in the Official Gazette, are limited to measures necessary or expedient for that purpose, are subject to a prescribed time limit from commencement, and must be laid before the State Legislature as soon as may be after they are made.
