Removal of difficulties power permits government to issue GST implementation orders, subject to legislative laying and time limits. The State Government, on the Council's recommendation, may make general or special orders not inconsistent with the Act, rules, or regulations to remove difficulties in giving effect to the Act; such orders must be published in the Official Gazette, are limited to measures necessary or expedient for that purpose, are subject to a prescribed time limit from commencement, and must be laid before the State Legislature as soon as may be after they are made.
