Removal of difficulties power allows government orders to resolve GST implementation issues with Council recommendation and parliamentary laying. Section 25 grants the Government, on the Council's recommendation, authority to issue general or special orders in the Official Gazette to remove difficulties in implementing the Act, provided such orders are not inconsistent with the Act, rules or regulations; orders are time limited to five years from commencement and must be laid before each House of Parliament.
