        Companies (Transfer of Pending Proceedings) Rules, 2016 take effect 15 Dec 2016; rule 4 begins 1 Apr 2017. The Central Government, under section 434 of the Companies Act, 2013 and section 239(1) of the Insolvency and Bankruptcy Code, 2016, promulgates the Companies (Transfer of Pending Proceedings) Rules, 2016; the rules are titled accordingly and come into force on 15 December 2016, except that rule 4 is to commence on 1 April 2017.
