Effect of amendments preserves existing rights, obligations and ongoing proceedings despite repeal or amendment of subordinate rules. Amendment, repeal, supersession or rescission of rules, notifications or orders shall not revive anything not in force at the time of change, nor affect the prior operation of the instrument or acts done thereunder; nor shall it affect rights, privileges, obligations, liabilities, penalties, forfeitures or punishments acquired or incurred, and any related investigation, legal proceeding or remedy may be instituted, continued or enforced as if the instrument had not been amended, repealed, superseded or rescinded.
