Bench composition: settlement applications heard by a chair who is a senior judge together with two technical revenue members. Every settlement application must be heard by a bench presided over by the State Chairman, who shall be a sitting or retired judge of a High Court, and shall consist of two other members who are technical members drawn from the tax administration.
