Rule 73 makes the civil procedure framework for discovery applicable, requires plain-paper applications that list the documents sought and their relevancy and, where certified copies suffice, state prior requests to the proper officer and results; summonses for documents in the custody of public officers must be addressed to the head of the department or other authority as specified by the tribunal.
