Power to make rules enables Central Government to notify rules on Council recommendation for carrying out the Act. The Central Government, on the recommendation of the Council, may by notification make rules for carrying out the purposes of the Act, including prescribing matters required under the Act and providing for settlement in accordance with the Act's settlement provisions.
