Grant of licence: licensing authority may issue public warehouse licences once prescribed conditions are fulfilled, subject to conditions. Upon satisfaction of the prerequisites set out in regulation 3 and regulation 4, the Principal Commissioner of Customs or the Commissioner of Customs is empowered to grant a licence for a public warehouse, and the grant may be made subject to such conditions as the licensing authority considers necessary.
