Form of appeal: procedural filing, content and service requirements for appeals to the Special Director under FEMA. An appeal to the Special Director (Appeals) must be in the prescribed form, signed, filed in triplicate with copies of the order and the prescribed filing fee; it must state numbered grounds of objection under distinct heads, specify an address for service and the date of service of the order. Late appeals require a verified triplicate petition with supporting documents explaining the delay. Notices to the applicant must be served at the specified address for service in the manner provided by the relevant service rule.
