Computation of time: exclude the first day, include the last; extend deadlines when tribunal offices are closed.

Deadlines measured in days are computed by excluding the first day and including the last. If the last day falls on a day when the Tribunal's offices are closed, that day and any subsequent closed days are excluded, so the effective deadline moves to the next day the Tribunal is open.
