Meetings to ascertain creditors' and partners' wishes guide winding-up decisions; Tribunal may convene and weigh votes by value. The Tribunal may consider the wishes of creditors and partners in winding up, direct meetings of creditors or partners to be called and conducted as it directs, appoint a chairman to any such meeting and receive sufficient evidence of those wishes. In ascertaining wishes, regard must be had to the value of each creditor's debt and to the value of each partner's contribution.
