Importers Must File Bill of Entry Promptly or Face Daily Late Charges Under 2011 Customs Regulations
The Customs Bill of Entry (Electronic Integrated Declaration) Regulations, 2011, mandates that an authorized person must file a bill of entry by the end of the next day after goods arrive at a customs station, excluding holidays. Filing is deemed complete when the Indian Customs Electronic Data Interchange System generates a bill of entry number. If filing is delayed without sufficient cause, importers face late charges of INR 5,000 per day for the first three days and INR 10,000 thereafter. However, charges can be waived if the customs officer is satisfied with the reasons for the delay. No late charges apply for entries before the Finance Bill, 2017's enactment.
