Licensing of warehouses empowers customs to license, lock, suspend and cancel warehouse licences for regulatory breaches.

The Principal Commissioner of Customs or Commissioner of Customs may licence private and special warehouses for deposit of dutiable goods, require special warehouses to be locked and restrict entry or removal without the proper officer's permission, and the Board may specify classes of goods for such warehouses. Licences may be suspended during inquiries and cancelled for contraventions or breaches after affording a reasonable opportunity of being heard; on cancellation goods must be removed, cleared, or exported within the period allowed while chapter provisions continue to apply until removal or clearance.
