<h1>GSTP Participants May Ban Imports from Non-Partner States per Articles 3, 15 and Rule 13 of 1989 Rules.</h1> Participants in the Agreement on the Global System of Trade Preferences among Developing Countries (GSTP) may prohibit the importation of products containing inputs from States with which they lack economic and commercial relations, in accordance with Article 3 and Article 15 of the Agreement and national laws. Additionally, participants are encouraged to cooperate in identifying the origin of inputs in the Certificate of Origin. These provisions are outlined in the Customs Tariff (Determination of Origin of Goods) Rules, 1989, under Rule 13, which governs the determination of goods' origin for customs purposes.
