          <h1>Retirement from parent service on appointment mandates pension entitlement and leave encashment subject to cumulative limits.</h1> Appointment to the Commission requires Central Government officers to retire from parent service on joining, with retirement deemed effective on that date. Such Members remain entitled to pension, gratuity and commutation under their applicable retirement rules; they cannot carry forward earned leave but are entitled to cash equivalent or leave salary for earned leave, and on expiry of their Commission term they may receive cash equivalent for remaining earned leave subject to a cumulative encashment cap combining prior and subsequent encashments.
