Mechanism creates Regional Committees to investigate and amicably resolve quality and trade complaints arising from poor product quality or unethical commercial dealings; exporters and importers must accurately declare and certify goods in shipping documents, non compliance attracts penal action and administrative sanctions including suspension or cancellation of Importer Exporter Code, denial or withdrawal of fiscal instruments, and fiscal penalties; committees operate conciliatorily, may obtain technical assessments and parties remain free to pursue legal remedies.
