Transport of controlled substances: consignments require Form G or Bill of Entry, tamper proof seals, records and reporting. Movement of Schedule A controlled substances requires a consignment Note in Form G (triplicate) for domestic transport, and a Bill of Entry for imported consignments from port to destination. Originals and duplicates must accompany shipments; consignees endorse quantity and return duplicates to consignors, who must report non receipt as loss within forty five days. Consignment Notes or Bills of Entry must be retained for at least five years. Transporters may not carry consignments without these documents and must produce them to empowered officers. Tankers and packages must bear identifiable tamper proof seals recorded on transport documents, and consignors must file quarterly reports in Form H when consignments cross Zonal Director jurisdictions.
