Customs baggage procedures establish time, access and handling rules for arriving passenger baggage at the pier. Regulates landing and inspection of passenger baggage at Ballard Pier: purser must prepare serially numbered baggage declaration forms in two lots (special and local) and deliver them to the boarding officer; duty is to be collected and baggage processed up to midnight, after which only hand baggage is released unless agents pay for Customs attendance. Special passenger baggage enters via the east gates for sorting and Preventive Officer endorsement before passing to the Railway Station; local baggage exits via the west/Green Gate. Access to the wharf is restricted and detained or unclaimed packages are forwarded to the Custom House for clearance on payment of duty and conveyance charges.
