of <h1>Contracting Parties to Resolve Agreement Disputes by Mutual Agreement; Procedures for Articles 5, 6, and 8 Discussed</h1> Where difficulties or doubts arise between the Contracting Parties regarding the implementation or interpretation of the Agreement, the competent authorities shall attempt to resolve the matter by mutual agreement. They may also agree on procedures for Articles 5, 6, and 8 of the Agreement. The competent authorities are permitted to communicate directly to reach an agreement under this Article.
