          <h1>Acting President and Chairperson of Tribunal: senior-most Member acts during vacancy or incapacity until new appointment or resumption.</h1> When the office of President or Chairperson becomes vacant by death, resignation or otherwise, the senior-most Member shall act as President or Chairperson until a new appointee under the Act assumes office; when the President or Chairperson is temporarily unable to perform duties due to absence, illness or other cause, the senior-most Member shall discharge those functions until the incumbent resumes duties.
