Direct consignment: origin permitted if transport is direct or transit meets strict geographic and non trade conditions.

Direct consignment occurs where goods are transported without passing through non Party territory, or where transit through intermediate countries is permitted only if the transit entry is justified by geography or transport requirements, the goods do not enter trade or consumption there, and no operations occur there other than unloading, reloading or measures to keep the goods in good condition.
