          <h1>Regulation of securities issue and transfer allocates administration between securities regulator and Central Government for listed status.</h1> Where a company is listed or intends to list, SEBI administers rules on issue and transfer of securities and non-payment of dividend by regulation; otherwise the Central Government administers those provisions. Other powers relating to prospectus, return of allotment, redemption of preference shares and matters specifically provided in the Act are exercised by the Central Government, the Tribunal or the Registrar as applicable. SEBI's competence is exercised under its powers in the SEBI Act for the matters delegated to it.
