Bench allocation rule: same Bench should handle requisitions or directions on statements of case, subject to presidential redirection.

Where the Tribunal receives a requisition to state the case or a direction to add or alter a statement of the case from a higher court, the matter must be handled by the same Bench designated under the Tribunal's bench-allocation rule, unless the President directs otherwise.
