Safeguard measures: determination of causal link between increased imports and serious injury, recommending quantitative restrictions and public notice.

Authorised Officer must determine within the investigation period whether increased imports caused or threaten to cause serious injury and whether a causal link exists, and if affirmative recommend the extent and nature of quantitative restrictions, a non reducing import floor based on a recent representative period, quota allocation among supplying countries, duration with progressive liberalisation where applicable; final findings must state facts and reasons, be published as a public notice, and be sent to the Ministry of Commerce and Industry and interested parties.
