          <h1>Safeguard measures: determination of causal link between increased imports and serious injury, recommending quantitative restrictions and public notice.</h1> Authorised Officer must determine within the investigation period whether increased imports caused or threaten to cause serious injury and whether a causal link exists, and if affirmative recommend the extent and nature of quantitative restrictions, a non reducing import floor based on a recent representative period, quota allocation among supplying countries, duration with progressive liberalisation where applicable; final findings must state facts and reasons, be published as a public notice, and be sent to the Ministry of Commerce and Industry and interested parties.
