The Authorised Officer must determine serious injury or threat of serious injury by evaluating objective, quantifiable factors-including import rate and volume changes, market share taken by imports, and indicators such as sales, production, productivity, capacity utilisation, profits and employment-and must demonstrate, on the basis of objective evidence, a causal link between increased imports and the injury; injuries caused by other factors must not be attributed to imports and may be referred for anti dumping or countervailing duty investigation.
