Appellant's default permits dismissal or merits determination by the tribunal, with restoration if sufficient cause is shown. If an appellant does not appear when an appeal is called, the tribunal may dismiss the appeal for appellant's default or hear and decide it on the merits; if dismissal for default occurs but the appellant later shows sufficient cause for non appearance, the tribunal shall set aside the dismissal and restore the appeal.
