Safeguard duty duration limited to necessity with a prescribed sunset and conditional extension for continued disruptive imports. A safeguard duty under rule 12 is limited to preventing or remedying market disruption and is maintained only as necessary; it will cease after an initial four year term unless the Central Government finds continued increased imports causing or threatening market disruption and extends the duty, but in no case may the duty be continued beyond ten years from its first imposition.
