Electronic filing requirements enable mandated submission, maintenance and Registrar actions in digital form under rulemaking authority. Central rulemaking power permits requiring electronic filing and authentication of company applications, financial statements, prospectuses, returns, memoranda, articles, particulars of charges and other documents; electronic service of notices and communications; electronic maintenance and registration by the Registrar; electronic inspection; electronic payment of fees; and electronic performance by the Registrar of registration, certification and recordal functions, with a permitted scheme for implementation and an explicit exclusion for rules imposing fines or pecuniary penalties.
