Commencement of safeguard measures: effective on notification publication or, after provisional levy, from levy date if injury found. The rule provides that a safeguard measure takes effect from the date of publication of the notification imposing it, but where a provisional measure was levied and the Director General has recorded a finding that increased imports have caused or threaten to cause serious injury to domestic industry, the notification shall specify that the safeguard measure takes effect from the date of levy of the provisional measure.
