Electronic issuance of certificates, licences, receipts, approvals, endorsements and acknowledgements by the Registrar or the Central Government is mandated; if unable to issue electronically the officer may issue the document physically with manual signature and official seal provided the reasons for non-electronic issuance are recorded in writing.
