Change in constitution of a concern: temporary permission to act as Customs House Agent pending licence, subject to approval. Regulation 16 permits a newly formed firm or company, resulting from an individual licence-holder changing constitution, to act temporarily as a Customs House Agent through an employee qualified under regulation 8, subject to approval of the Principal Commissioner of Customs or Commissioner of Customs. If a licence ceases by death, a major legal heir who is an H card holder may be similarly permitted but must pass the regulation 8 examination within a two year period from the licence-holder's demise.
