Official Liquidator entitlement to uncalled capital permits realization and arrears collection, subject to chargeholders' rights. Official Liquidator exclusively entitled to call and realise the uncalled capital of the company notwithstanding any charge or encumbrance, and to collect arrears due on calls made prior to winding-up, but shall hold all moneys so realised subject to the rights of the holder of any such charge or encumbrance.
