<h1>Rule 199: Proxy Procedure for Blind or Incapable Creditors in LLP Winding-Up Requires Witness Certification.</h1> Rule 199 of the Limited Liability Partnership (Winding up and Dissolution) Rules, 2010, addresses the procedure for filling in a proxy for a creditor or partner who is blind or incapable of writing during winding-up proceedings. The proxy is valid if the individual signs or marks it in the presence of a witness. The witness must add their signature, description, and address, and certify that all insertions in the proxy are made by them at the request and in the presence of the creditor or partner before signing.
