Delegation of powers enables the central government to notify specified authorities to exercise Act functions subject to conditions. Central government may, by notification, direct that any of its powers or functions under the Act, except the power to make rules, be exercised or discharged also by a specified authority in relation to such matters and subject to such conditions as the notification may specify.
