Right to representation prevents confiscation adjudication unless the seized person is given a reasonable opportunity to be heard. No order of adjudication of confiscation may be made unless a reasonable opportunity to make a representation against such confiscation has been given to the person from whom any article, currency or security has been seized, conditioning confiscation adjudication on prior chance to be heard by the affected person.
