Customs duties may be altered to implement pre-Act foreign agreements, subject to a one-year notification limit and parliamentary laying. Section 11 authorises the Central Government to increase or reduce customs duties in section 2 by notification to give effect to agreements with foreign governments made before the Act commenced; notifications must be issued within one year of commencement and be laid before each House of Parliament.
