Power of Chairperson to transfer cases between benches, permitted on application or motion with recorded reasons. The Chairperson may transfer any case pending before one Bench to another Bench on application by the assessee, the Chief Commissioner, the Commissioner, or on the Chairperson's own motion, and must record the reasons for doing so.
