Regulation 6 requires that every requisition, direction, letter, authorization or notice issued on behalf of the Authority be signed by the Secretary or by an officer authorized by the Secretary, while excluding directions given orally during the course of a hearing to an applicant, Principal Commissioner or Commissioner, or an authorized representative present at the hearing.
