Vice Chairperson acting as Chairperson ensures continuity of leadership during vacancy or temporary incapacity of the Chairperson.

The Vice Chairperson shall assume the Chairperson's functions to maintain continuity: on vacancy of the Chairperson's office until a successor enters office, and during temporary inability of the Chairperson owing to absence, illness or other cause, until the Chairperson resumes duties; the Central Government may notify which Vice Chairperson is authorised to act.
