Commencement of operations in a customs area by an approved Customs Cargo Service Provider requires prior written permission from the Principal Commissioner or Commissioner of Customs, as applicable. Permission may be granted only after satisfaction that all requirements under the Act have been fulfilled. This first-time commencement condition applies to providers approved for custody and handling of imported or export goods.
