Customs Cargo Service providers must keep and produce cargo-handling records, report imported goods on arrival and after clearance, and make cargo-process information available. They must restrict cargo entry, unloading, removal and handling to prescribed documentation and written permissions, ensure goods' safety, pay duty on pilfered goods, and secure authorised transit. They must not charge rent or demurrage on seized, detained or confiscated goods, must dispose of unclaimed goods as prescribed, and require written permission to transfer premises or outsource regulated functions. Service-charge schedules must be prominently displayed.
