Filling of casual vacancies in the provisional Parliament and provisional State Legislatures was to be regulated by rules made by the President and, until such rules were made, by the rules governing casual vacancies in the Constituent Assembly, subject to presidential exceptions and modifications; successors to seats previously held by members of Scheduled Castes or the Muslim or Sikh community for certain Provinces or Part A States were ordinarily to be of the same community, and all members of the relevant Legislative Assembly were entitled to vote in elections to fill such vacancies.
