Regulation of Scheduled Areas: Governor may restrict land transfers and regulate laws, subject to consultation and presidential assent.

The Schedule provides that State executive power extends to Scheduled Areas subject to the Schedule; the Governor must report to the President on administration, and the Union may direct the State. A Tribes Advisory Council composed largely of tribal legislative representatives advises the Governor on tribal welfare. The Governor may notify that statutes not apply to Scheduled Areas or apply with exceptions and may make regulations for peace and good government of Scheduled Areas - including restricting tribal land transfers, regulating allotment of land and money lending to tribal members - subject to prior consultation with the Council and presidential assent.
