Works Committee formation is required for covered industrial establishments to promote amity between employer and workers and consider matters of common concern. The Committee must be representative of categories, groups and departments, capped at twenty members, with worker representation not less than employer representation and adequate representation of women workers in proportion to the workforce. Worker representatives are chosen through trade union nomination, a negotiating union or council, or direct election, subject to detailed eligibility, nomination, scrutiny, voting and timing rules.
