Model Standing Orders govern adoption, certification and coverage of industrial establishments under the labour rules.

Model Standing Orders for industrial establishments in the mine, manufacturing and service sectors are those set out in the Model Standing Orders, 2026. An employer adopting the Central Government Model Standing Orders must inform the certifying officer, and the adopted standing orders apply to the establishment and all its units. The certifying officer must record the adoption, may direct inclusion of relevant provisions where activities are not fully covered, and must not raise any observation where the establishment is wholly covered.
