Power to remove difficulties lets the Central Government issue time limited, Gazette published orders with parliamentary laying requirements.

The Central Government may, by order published in the Official Gazette, make provisions not inconsistent with the Code to remove difficulties in giving effect to the Code; no such order may be made after three years from commencement, and every order must be laid before each House of Parliament.
