Changes to conditions of service during proceedings can be complained of to conciliation or adjudication forums for consideration and remedy.

Allegations that an employer altered conditions of service during pending proceedings may be submitted in prescribed written form; the conciliation officer must consider such complaints in mediation, and an arbitrator or Tribunal must adjudicate them as if referred or pending before it, applying the Industrial Relations Code and submitting any award to the appropriate Government.
