Industrial establishments with 300+ workers are covered by the Chapter; certain civil service rules create exemptions.

The Chapter applies to industrial establishments that employed three hundred or more workers on any day in the preceding twelve months, using that look-back period to determine coverage. Establishments whose workers are governed by specified civil service or sectoral rules, or by other rules notified by the appropriate government, are excluded from the Chapter's application.
